The head of this department would be a secretary or cabinet level appointment whose sole role would be to provide to the President and government a peace path for all engagements locally, regionally and internationally.
Built out like a foreign service with a local bureau for domestic issues. This department would have a corresponding unit to engage along with its foreign service counterpart. Also with a laison office out of the office of the president to ensure constant engagement on issues requiring a peace, negotiation or conflict resolution intervention.
The department would receive direct annual funding from the national budget for all its activity domestic and abroad.
The Peace Department shall establish units within every department and agency, including entities of the government i.e schools. and use these units as satellite for intervention and continuous training.
A team with sound knowledge of this concept should be on board the initial consultation for drafting the guidance document on how this department must be designed and establish, country specific.
Ongoing monitoring and evaluation will be conducted by the establishing team to ensure the department is performing at the desired level and the achievements are measurable to the point of delivering tangible return on investment.
